Tri-Cities Barrel Racing Association, INC. (T.C.B.R.A.)
By-Laws
(Last Amendment April 14, 2010)

Section 1-THE NAME OF THE CORPORATION

  1. This non-profit corporation shall be known as the Tri-Cities Barrel Racing Association, INC.

Section 2-OFFICES

  1. The office and principal location of this Corporation shall be the state of Washington.

Section 3-PURPOSE

  1. To promote the sport of barrel racing and to establish a method of communication and a central address for the convenience of all members.
  2.  To make known to all members information concerning dates of barrel races, points, winners and other particulars which members are interested in.
  3. To establish a point system by which yearly champions will be named and awarded suitable prizes.
  4. To establish dues which will be kept by the Secretary-Treasurer.  The dues will be used for the Associations necessary costs, postage and supplies.  Should a sizable amount accumulate in the treasury, after all necessary expenses have been paid, it will be used toward yearly prizes for the TCBRA.
  5. To establish TCBRA rules. Barrel racing should be considered a rodeo event and treated as such regarding timing and pay-offs, when there is an entry fee.
  6. The Tri-City Barrel Racing Association is an independent, non-profit organization.
  7.  Any person becoming a member of the association shall comply with all of its rules, by-laws and decisions and be bound by the same.

Section 4-MEMBERSHIP

  1. It shall be the policy to accept any person who desires membership. Eligibility for members shall be left to the discretion of the officers, directors or members of said organization.
  2. Annual membership fees are $30.00 for an individual (18 yrs. old as of Jan. 1 current year) and $40.00 for a family (a family member is a parent of guardian of children under the age of 18 yrs. as of Jan. 1 (current year) living in the same household). Family memberships containing only 1 nominated rider shall pay a membership fee of $30.00 and receive 1 individual vote. Non-contesting membership fees are $20.00 for individuals (same as above) and $25.00 for a family (same as above). This allows for members and non-contesting members to hold a Governing Body position vote and receive a newsletter.
  3.  Dues must be paid in order to start earning points for the season.
  4.  All non-members will be required to pay a $1.00 per night membership, for insurance purposes, to ride at a TCBRA event.
  5. A nomination fee of $10.00 per horse or rider must be paid to be eligible to receive points. Nominations fees will be used for year-end awards. (See rule 8.4).
  6. Membership is Non-Transferable.

Section 5-MEETINGS

  1. General Membership Meetings
    The membership of the corporation shall meet monthly at the first barrel race of each month at 6:45pm with barrel race to follow. The Board of Directors and/or President may convene such other membership meeting, as they find necessary.  There shall be a quorum only when a combination of any four (4) officers and director are present (provided that at least one (1) director and one (1) officer are present).
  2. Governing Body Meetings
    The governing body shall have the option to meet on all months. The Board of Directors shall have a quorum only when six or more of the active Board Members are present. The President or a Board Member has the option to convene such other meetings, as they find necessary.  A Board of Directors meeting must be held at least quarterly.  Meeting minutes must be kept and provided at the next Governing Body meeting.
    Board meetings are confidential unless other provisions apply, business is not discussed with other members of the organization until the information is issued to all members of to the public.
    Members and committees may be invited to attend Governing Body Meetings to give information or expert advice, but they do not remain for deliberations. They are never allowed to vote.
  3. Special Meetings
    The Governing Body will handle all complaints at a special meeting without the involved member or members and has the power to place any TCBRA member(s) on probation with due notice, as a disciplinary measure subject to that members losing their accumulated points. All members of the Governing Body must receive three days notice of any special meeting to be held, stating the place and time of meeting.
  4. Rules of Order
    In the case of a situation that arises whereby the above rules and regulations are silent regarding the matter, the Governing Body will refer to Roberts Rules of Order.

Section 6-NOMINATIONS-ELECTIONS-VOTING

  1. Members-qualification for voting privileges.
    Individuals must be a Member or a Non-Contesting Member of this corporation in order to vote. No member shall have more than one vote. The President can only vote to break a tie.
  2. Governing Body will be nominated and elected immediately following the annual awards presentation or at a date predetermined by the Governing Body and published in the TCBRA newsletter.
  3. Nominees for the Governing Body shall be current members in good standing. The membership will elect an uneven number of members, not to exceed 11 members to the Governing Body as follows: President, Vice President, Secretary, Treasurer, outgoing President (if applicable) and four or five members at large.
  4. Specialty awards may be given at the discretion of the Governing Body and voted on, by the membership at the end of the year, by ballot.

Section 7- OFFICERS-DIRECTORS & DUTIES

  1. The Governing Body

They shall manage the affairs of this organization and shall maintain an active membership.  The Governing Body shall be responsible for the management of the day-to-day activities of the organization and shall consist of President, Vice President, Secretary, Treasurer, and Directors.

  1. Eligibility of Governing Body
    To be eligible to hold an office, a member shall be in compliance with the rules and regulations of TCBRA.  Any member, who accepts a position of the Governing Body, agrees to the code of conduct.  Every effort will be made to conduct business in a professional manner.  If necessary, parliamentary rules may apply.  Attempts to intimidate fellow members, outward angry behavior, shouting out of turn for example, should not be tolerated. Using your position on the board, or information you have heard to spread a rumor, or discredit any person shall be a fineable offense. Offender shall be warned once and placed on probation.  If transgression occurs again, disciplinary measures will be as follows: First offense, probation with due notice, the second will result in the offender being put out of order and will be fined $25.00. This fine will be payable before the member is eligible to participate in TCBRA activities. Any member may hold no more than one office or directorship at one time, exclusive of committees.  The past year President if not re-elected has the choice of stay on board in a board of director position as an outgoing president for one year.
  2. The President
    The President shall be the principal executive office of the corporation.  He/she shall preside at all meetings of the Board of Directors and membership. He/she may sign, with the Vice President, Secretary or Treasurer any deeds, mortgages, contracts, bonds and other instruments that the Governing Body and the membership authorized. In General, he/she shall perform other duties necessary and suitable for such executive and/or such duties as the Governing Body and/or the membership may authorize and direct. He/she shall collect the eye at the year-end, shall pack it and send it for service, cleaning and calibration annually. This may be done on an as needed emergency basis. As an officer of the TCBRA, the President agrees to abide by the Code of Conduct agreement of the TCBRA.

The President shall have no vote except in the case of a tie vote of the membership.
The President shall keep copies of all current and one (1) year previous records and papers in a 3-ring binder. These records and papers shall consist of at least each meeting agenda, meeting minutes and Treasurer’s report. All previous years records must be kept in a storage box and given to the next elected President.
The President may appoint a Parliamentarian each year to assist in the meetings as well as any and all other functions as the President may require.

  1. The Vice President
    The Vice President will be the official “Points Keeper”. The Vice President will keep all ride night result copies.  These results will make up the standings and will be posted (or available at each race night). Vice President will be available to conduct meetings at the request of, or in the emergency absence of the President. An independent audit of the records will be done bi-annually. As an officer of the TCBRA, the Vice President agrees to abide by the Code of Conduct agreement of the TCBRA.

The Vice President shall keep copies of all current and one (1) year previous records and papers, in a 3-ring binder.  All previous year’s records must be kept in a storage box and given to the next Vice President
The Board of Directors may direct the Vice President to assume other duties as is necessary and appropriate.

  1. Secretary

The Secretary shall keep the minutes of each meeting of the Board of Directors and the General membership. The Secretary shall see that notices of meetings and other notices are provided to all parties, be custodian of the corporation’s records and papers, the corporate seal and will carry out all duties assigned by the Governing Body. The Secretary shall distribute all entries and monies to the Treasurer. All monies must be counted by at least two (2) separate members and signed by each.  The Secretary shall keep the originals of all current and one (1) year’s previous records and papers in a 3-ring binder and given to the next elected Secretary. As an officer of TCBRA, the Secretary agrees to abide by the Code of Conduct agreement of the TCBRA.

  1. Treasurer

The Treasurer shall keep accurate records of accounts for all financial transactions involving the TCBRA.  The Treasurer shall keep the checkbook balanced and prepared to give a financial report at all the General and Governing Body meetings. The Treasurer shall supply an annual report at the end of the year. The Treasurer must count all monies given to the Treasurer and a signed receipt shall be given to the member turning in the monies. Treasurer shall reimburse spenders only when they turn in acceptable receipts of purchase. Expenditures must match the amount of payment exactly to be considered the responsibility of TCBRA. The Governing Body must first and always approve all expenditures. As an officer of TCBRA, the Treasurer agrees to abide by the Code of Conduct agreement of the TCBRA. Financial records shall be kept for a minimum of 7 years. The Treasurer shall keep copies of all current and one (1) year previous records and papers in a 3-ring binder. All other previous years records must be kept in a storage box and given to the next elected Treasurer. The Treasurer will also maintain an updated and current membership list.

  1. Newsletter
    This position will not be an elected and official position.  The board will appoint a member of the board each year that is responsible for submitting all data to the publisher by the deadline, and to upkeep the clubs website.  The newsletter will be published monthly in the Northwest Ropers News paper (NWRN).  Each TCBRA member’s membership fees will include a yearly subscription to this paper.  Deadline for information to be submitted to NWRN is the 20th of each month.  NWRN does not allow advertising for members on the TCBRA page in the paper.  However, TCBRA will post advertising for members on the TCBRA website at www.tcbra.org.  If NWRN dissolves the board will assign a new publisher at their discretion.
  2. Vacancies
    If a member of the Governing Body resigns or cannot fulfill the duties of the office, the membership shall vote for a replacement at the next monthly meeting.
    A vacancy in any office because of death, resignation, disability, removal or otherwise, may be filled at the next regular membership meeting in which nominations will be taken for the vacant office and published in the newsletter.  The nominations will be voted upon at the following month’s regular membership meeting.
  3. Removal from Office
    If a member of the Governing Body resigns or cannot fulfill the duties of the office, the membership shall vote for a replacement at the next monthly meeting.

Any member of the Governing Body may be removed by the Board for failing to uphold the duties of the office or Board of Directors position.  Any vacancy created by the removal shall be filled in accordance with Section 6.

  1. Regulations
    The Governing Body shall leave a year-end balance of a minimum of $1,000.00 in the Bank account.
    Members who use TCBRA and its non-profit status to fraudulently conduct business or receive sponsorships or donations will be subject to a special meeting of the Governing Body (Section 5 Rule 6). The Governing Body has the power to place any TCBRA member(s) on probation, with due notice, and will decide the disciplinary measures.
    All business of the outgoing Governing Body needs to be finalized by at the end of the year, before the Governing Body of the year takes over. An audit of two members in good standing may be conducted at the board’s request.
    Upon entering any TCBRA barrel race, every contestant waives all claims against the TCBRA Governing Body, race management, and the grounds owners for any damage to property or injury sustained.

Section 8- COMMITTEES

  1. The Board of Directors and/or the President shall appoint and/or dissolve committees as may be necessary to carry out the purpose of the corporation.

Section 9- AMENDMENTS TO THE BY-LAWS

  1. Proposed amendments must be submitted to the Secretary at the regularly scheduled meeting.
  2. All proposed amendments must be submitted in writing and contain the signatures of at least five (5) eligible voting members.
  3. The proposed amendment shall be read aloud at the meeting in which they were submitted or at the next monthly meeting. A second reading aloud of the proposed amendments will be made during the next regularly scheduled membership meeting. A vote will then be taken on the proposed amendment at the third meeting.

Section 10-DISSOLUTION

  1. Upon dissolution, any and all assets of the corporation shall be sold and proceeds divided to such youth organization as the membership may direct. A unanimous vote of the active eligible voting members of the corporation required to affect the sale of the assets.

Section 11- CLARIFICATION

  • No two family members shall hold the office of any two of the following offices: President, Vice President, Secretary and Treasurer.  This is to account for the management of monies for the organization.  Any three of these four offices shall be the only signature on any and all checking, savings and other bank accounts.
  • Any discrepancies arising from the interpretation of the corporation’s by-laws shall be brought before and resolved by the membership, as an amendment to the by-laws.
  • Whenever an officer’s position cannot be otherwise filled, two members of the same family may at the discretion of the Board of Directors and with the approval of the membership, serve as President, Vice President, Secretary or Treasurer. When two members of the same family serve in on of the above positions, however, only one may sign any check or financial document pertaining to club business.

2010 RULES AND REGULATIONS OF TRI-CITY BARREL RACING ASSOCIATION

    Adopted March 18, 1992 - Latest addendum – February 2010.
The following rules are adopted and ratified by a majority of the members of the Tri-City Barrel Racing Association (TCBRA) present and shall not be changed or amended until the next annual meeting to be held each January, except at the discretion of the Officers and Board of Directors, hereinafter known as the Governing Body.


1.0 Membership and Dues


1.1 Membership fees are $30.00 for an individual (18 yrs. old as of Jan. 1, current year, or still enrolled in High School) and $40.00 for a family (a family member is a parent or guardian of children under the age of 18 yrs. as of Jan. 1, current year living in the same household).  Family membership containing only 1 nominated rider shall pay a membership fee of $30.00 and receive one individual vote.


1.2 Non-contesting membership fees are $20.00 for individuals (18 yrs. old as of Jan. 1, current year, or still enrolled in High School) and $25.00 for a family (a family member is a parent or guardian of children under the age of 18 yrs. as of Jan. 1, current year living in the same household). A non-contesting member is a non-competing member that does not receive points who has the right to hold a governing body position, vote and receive a newsletter.


1.3 Non-pointing contesting membership fees are $1.00 per night, per contestant. A non-pointing contesting member may not vote or hold a governing body position.


1.4 Dues must be paid in order to start earning points for the season. 


1.5 Only paid members and non-contesting members can vote. Single memberships, Individual memberships have ONE (1) vote, Family memberships have two (2) votes. Must be present to vote and on separate ballots.


1.6 All contestants will be required to have a membership.


1.7  A nomination fee of $10.00 per horse and/or rider must be paid to be eligible to receive points. After nominating in a class you may not move your nomination. If you wish to move to another class you will be required to re-nominate. (See rule 7.5) Nomination fees will be used for year-end awards. (See rule 8.1)

1.8   Northwest Ropers News will be TCBRA’s official newsletter publication. TCBRA will pay the subscription fee for members. Information deadline will be the 20th of each month.


 2.0 SEASON SCHEDULE


2.1 Club riding events will be on every other Wednesday at 7:00 p.m., beginning March 20, 2010, and running through October, 2010.  The last Wednesday of each month will be jackpot night.  Dates are as follows: March 20th (time only), 31st April 14th & 28th*, May 12th, 26th*, June 9th, 23rd*, July 7th, 21st*, August 4th, 18th*X, September 1st, 15th & 29th*, October 13th(Make-up Date). *Jackpot night. X  To be held at location to be announced.


2.2 A monthly meeting will be held on the first barrel race of each month at 6:45 p.m., with the barrel race to follow.


 3.0 BARREL PATTERN


3.1 The maximum barrel pattern is to be 90 feet by 105 feet, with a 60-foot starting line.  Anytime the contestant crosses the start line a time will begin.  The contestant will make a cloverleaf pattern around three barrels, one right turn and two left turns, or one left turn and two right turns. Breaking the pattern, or coming back across the starting line, results in an automatic disqualification for that run.


3.2 All members who receive assistance after the eye, will be accessed a 30 second penalty. Assistance is defined as anyone besides horse and rider inside the arena beyond the timing light.


3.2.1 Lead liners may be lead ONLY on foot. (No riding double, or ponying from horseback.)


3.3 In the event the electric eye fails and can not be restarted, a hand timer and flagger will not be used. The contestant who was competing during the time of the eye failure will be awarded the option of a rerun. If the contestant chooses to not re-run they will receive a “No Time”. If the contestant chooses to re-run they will be ran at the end of the class, or the next class, in which they are competing. The ground will be raked immediately prior to each re-run.


3.4 No schooling on the pattern in classes other that Time Only’s, forward motion must be maintained.

 
3.5 Do not restart your run if you go off course or hit a barrel.


4.0 CLASSIFICATION


4.1 Classifications are as follows:


Open - Open to all riders and horses


$2000 Novice- $2000 winnings limit on horses as of Jan. 1 current year and will remain in class for entire year. The year-end winner (horse) of the $2000 class will advance to the next appropriate class the following year.


$750 Novice- $750 winnings limit on horse as of Jan. 1 current year and will remain in class for entire year.  The year-end winner (horse) of the $750 class will advance to the next appropriate class the following year.


$50 Novice- $50 winnings limit on horse as of Jan. 1 current year and will remain in class for entire year.  The top three year-end award winners (horses) of the $50 Novice class will advance to the next higher appropriate class the following year.
Senior- Rider age 13 to 18 (as of Jan. 1 current year)


Junior- Rider age 8 to 12 (as of Jan. 1 current year)


Pee Wee- Rider age 7 and under (as of Jan. 1 current year)


5-D Sidepot Only - a member may run their 5-D nominated horse to have said time roll into the 5-D side pot only.  This new class will run at the end of the night, will not have a jackpot night, will not have additional awards awarded at the end of the season. This class is for members that only wish to compete and earn points for the 5-D side pot ONLY.   Member and horse will need to be nominated in the 5-D side pot.


* Any child under the age of 18 is required to have a parent or guardian on the grounds each night.


4.2   If a horse is sold, the previous owner will retain points to that date and the new owner and horse will start from zero.


4.3   Pee Wee, Junior, Open and Senior members open to all horses.  Each rider will own his/her own points.


4.3.1        Pee Wee, Junior and Senior class nominations can carry only ONE set of points per rider.

4.4 Open entries may roll their times to any Novice or Senior class for which they are nominated. To be eligible to roll times you must also be nominated in the Open.

4.4.1          In the open class if more than one horse is nominated, points must be separate and are not transferable between horses.


5.0  ENTRY FEES - Entries will open at 5:30 p.m. and will be taken until 7:00 p.m.  Post entries will be taken once paid for, but will be placed at the end of the appropriate class.  No entries will be taken after a class has begun.


5.1   In the event of a race cancellation, no late entries will be taken.  Only those signed up on the original night will be allowed to run in the make-up race.  Exception: if the whole night is canceled, reopen entries in all classes.


5.2   The fees for competing members will be $5.00 per entry.  The fees for non-members will be $8.00 per entry.  Time only runs for competing members will be $4.00 each or 3 runs for $10.00.  Time only runs for non-members will be $6.00 each for 3 runs for $15.00 Entry fees must be paid prior to entering arena.


5.3  Jackpot fees are as follows:  
Open+, $2000, $750, $50 Novice, Senior, and Junior- $5.00 + $5.00 entry fee* ($10.00)   

Pee Wee- $1.00 + $5.00 entry fee * ($6.00)

*Non-pointing contesting members will be charged the same jackpot fees as members.  (See rule 1.3 and 5.2 for non-pointing contesting fees),

+Mandatory jackpot in Open on all jackpot nights ($1.00 of the $5.00 jackpot fee will be kept as an office charge for TCBRA, therefore only $4.00 will be paid back into the Jackpot. There will be no office charge for Pee Wee Jackpot).

5.3.1 Only Open Class pointing members will draw for a run position.  T/O and non-nominated horses do not draw and run at the bottom of class; except on JACKPOT nights.  On JACKPOT night all riders pay and jackpot fee and all riders draw for positions.


5.4  Jackpot money will be paid as follows:
1 to 3 riders-  One money paid (100%)*
4 to 6 riders- Two monies paid (60% for 1st, 40% for 2nd)*
7 to 10 riders- Three monies paid (50% for 1st, 30% for 2nd, and 20% for 3rd)*
11 or more riders-The following scale will be used in a manner that the last person paid in the jackpot will get their $5 jackpot fee back:

5.4.1 All checks issued to TCBRA members must be cashed by December 31st or year in which the check was issued. If check is not cashed a stop payment will be issued on the check and TCBRA will assume the funds as a donation to the club.


6.0 RUNNING ORDER- (All novice divisions rotate on a monthly basis starting in May). 


 6.1 The running order will be rotated monthly: 1)Pee Wee, 2)Junior, 3)Open, 4)Senior, 5)$2000 Novice 6)$750 Novice, 7)$50 Novice 8) Time only


6.2  All divisions shall be one run.


6.3  Everyone will be responsible for raking except for the next five riders.  There will be no schooling your horses on the barrels during the raking times.  No one under the age of 18 is allowed on the gate.


6.3.1  There will be no racking during Pee Wee class, except at the discretion of any ONE officer.


 6.4 Running positions will be drawn in the open division.


7.0 POINTS


7.1  All nights are to count toward points.


7.2  Points will be given to six (6) places in each category excluding the Open and 50 Novice class.  Points will be earned as following: 6 points for 1st place; 5 points for 2nd place; 4 points for 3rd place, 3 points for 4th place; 2 points for 5th place and 1 point for 6th place.  If a non-nominated member places, the club member with the next fastest time will receive points for that place.
In the OPEN class and 50 Novice points will be given to ten (10) places. Points will be earned as follows: 10 points for 1st place; 9 points for 2nd place 8 points for 3rd; 7 point for 4th place; 6 points for 5th place, 5 points for 6th place; 4 points for 7th place; 3 points for 8th place; 2 points for  9th place & 1 point for 10th place.


7.2.1 All members must sign up and work one night.  Members who do not work their work night , and as come to five or more races will forfeit points, if there are no points to forfeit, the individual will be fined $25.00.


7.3  Points are earned on the horse and rider in $2000 Novice, $750 Novice and $50 Novice classes and are earned on rider only in the Open, Senior, Junior, and Pee Wee classes.


7.4  The Vice President will have the "official" set of books and post updated points at each race.


7.5  A horse may only be nominated and ran in one novice division.  A member may nominate and acquire points on more than one horse in each novice division.


7.6  If there is a tie for year-end awards, the tiebreaker shall be determined by the highest amount of races attended and the fastest aggregate times of each person involved, will break the tie.


7.6.1 In the event an average is used as a tie-breaker, the person with the least number of “no times” will win the average tie-breaker.


 8.0 YEAR-END AWARDS


8.1  Year-end awards will be given to five places in the peewee, junior, open, senior, 2000 novice, 750 novice, and 50 novice.  If funds are available, awards will be given to six places.  If 25 or more competitors qualify for year-end awards in any division, then awards will be given to more places in those divisions based on "one award given for every four competitors qualified," with a maximum of 12 awards per class, at the discretion of the Board of Directors if funds exist.


8.2  Specialty awards may be given at the discretion of the majority of the Governing Body and voted on, by the membership at the end of the year, by ballot.


8.3   Pointing contestants must attend a minimum of five (5) races in order to qualify for year end awards.


8.4   If participation awards are given to Pee wee and Junior class nominations, class members must have competed in at least five (5) races.


9.0 MEMBERS CODE OF CONDUCT


9.1  Please stay off the barrel pattern before running.  This will eliminate some of the bad ground, as well as having to rake before starting.  Keep horses off the grass and bleacher areas at all times.  Be courteous at the gate-keep gate area clear at all times.


9.2  To be eligible for membership a person shall be in compliance with the rules and regulations of the TCBRA. Any person, who accepts a membership, agrees to the code of conduct. Every effort will be made to conduct yourself in a courteous manor. If necessary, parliamentary rules may apply. Any verbal harassment or attempts to intimidate members of the Governing Body or fellow members (for example Gate help, Timers, Announcers, Etc.) by outward angry behavior, shouting out of anger for example, should not be tolerated & shall be a finable offence. Offender shall be warned once. Disciplinary measures will be as follows: First Offence, will result in the offender being out of order and will be fined $25.00. This fine will be payable before member is eligible to participate in TCBRA activities.


9.3  If necessary, at the discretion of the majority of the Governing Body, one person other than a member of the governing Body may be hired to time, record, announce, or rake and may be paid with a specialty award or may be paid with a check an amount at the discretion of the board of directors.


9.4  A majority of the Governing Body shall have the authority to call attention to the membership any perceived abuse of any rules or regulations of the TCBRA.


9.5  Any horse abuse or alcohol use will not be allowed.  First time offenders will receive a verbal warning at the time of the incident by a member of the Governing Body; second time a fine of $25.00 will be assessed, and the offender will not be allowed to compete until fine is paid. The majority of the Governing Body has the right to place a member on probation & fine the member on the first offence in extreme cases.


9.6  It is each member’s responsibility to bring any perceived abuse to the attention to a member of the Governing Body at the time of the abusiveness--not after the fact--at which time the majority of the Governing Body will determine if a formal warning or fine is appropriate.


9.7  If a check is returned for non-sufficient funds (NSF), Treasurer will notify the President. The check & any bank fines must be made good before the next race after notification by the TCBRA President or Treasurer. Member responsible for NSF check, fines or outstanding entry fee will not be allowed to enter any race and points will not count during period of indebtedness.  After second NSF check, Treasurer will notify the President. The check & any bank fines must be made good before the next race after notification by the TCBRA President or Treasurer. Member will be put on a “cash only” basis and a $25.00 fine will be added to any said obligation. Member responsible for NSF check, fines or outstanding entry fee will not be allowed to enter any race and points will not count during period of indebtedness. 

 
9.8  In the case of a situation that arises whereby the above rules & regulations are silent regarding the matter, the Governing Body will refer to the WPRA rulebook.


9.9  Any person under age of 18 will only be permitted to participate and or ride on a stud by mounting and dismounting at the gate. Absolutely NO EXCEPTIONS.


10.0 5-D SIDE  POT


10.1 Open to all nominated horse/rider combinations.


10.2 Members must pay an additional $10.00 nomination fee for points to count towards year-end awards in the Side Pot. 


10.3 Contestants will pay an additional $5.00 entry fee to have their time rolled into the Side Pot each race (No additional run will be made). The Side Pot will be points only, no jackpot.


10.4 Side Pot Entries will close @ 7:00 pm SHARP each race night.  If you cannot enter by 7:00 pm you may pre-enter.


10.5 Time from the nominated run will be rolled into the Side Pot; no additional run will be made.  Points will be given based on a 5-D format.  A knocked over barrel will be a No Time in the Side Pot.
        1-D Fast Time
        2-D Fast Time + ½
        3-D Fast Time + 1 sec.
        4-D Fast Time + 1 ½ sec.
        5-D Fast Time + 2 sec.

Points will be given to six places in each “D”.  Points will be earned as follows: 6 points for first place, 5 points for second place, 4 points for third place, 3 points for fourth place, 2 points for fifth place and 1 point for sixth place.  If not all of the places are filled the leftover points will be reabsorbed.


10.6  In the case that a member makes two nominated runs (per membership application) on the same horse in one night, the first nominated run (per membership application) of the night that is made will be eligible for the Side Pot.


10.7  Monies collected from nomination, entry fees and 5-D specified fundraising activities throughout the year will pay for year end awards in the Side Pot.


10.8  Year-end awards will be given to a minimum of 25% of all eligible competitors qualified in the 5D.  If funds are available, at the decision of the board, more places may be awarded.  For example:  If you have 100 eligible competitors you are required to award 25 competitors.  To award a minimum of 25 competitors you are required to give 7 awards in each division.


10.9  In the event TCBRA rules are silent in regards to the 5-D, the NBHA rule book will be used for the 5-D only.
